An SEO agency in Europe plans and executes technical, content, authority, and measurement work for organisations selling in one or more European markets. The important distinction is not simply where an agency is registered. It is whether its delivery model matches your site, buying cycle, languages, markets, implementation capacity, and commercial goal.
That is why this is not a universal ranking. A multilingual retailer, a JavaScript-heavy marketplace, and a B2B SaaS company do not need the same team. Europe itself is not one homogeneous market: language, search behaviour, regulation, competition, and internal resources change from country to country.
The market is also unusually broad. The EU had about 33 million enterprises in 2023; 99% were micro and small businesses with up to 49 employees, while the 0.2% classed as large enterprises generated 51% of net turnover, according to Eurostat. One agency model cannot sensibly serve every one of those buyers equally well.
I evaluated eight agencies using the same frozen eligibility and evidence rules, then organised them by the job they appear best equipped to do. Phrase It publishes this comparison and is included as one option. It received no methodological advantage, and its conflicts and evidence gaps are stated alongside those of every other agency.
Table of Contents
What Qualified An Agency For This Europe Shortlist
Every agency had to be operating, offer substantive SEO rather than incidental optimisation, show inspectable work or attributable client evidence, and demonstrate activity within the previous 12 months. Competing agencies also needed a verifiable full European street address. Missing prices or reviews remained missing; they were not converted into negative evidence.
The candidate set and assessment method were frozen before full evidence collection. I considered six dimensions privately: European and category fit, strategy and execution depth, measurable outcomes, independent validation, senior delivery ownership, and AI-search readiness. Scores are not published because a precise-looking total would hide important differences in evidence quality and buyer fit.
For outcomes, I looked for a named or clearly bounded engagement, timeframe, intervention, and metric. Traffic, rankings, leads, revenue, AI mentions, citations, and referral sessions were kept separate. Agency case studies count as selected first-party evidence, not proof of a typical result. Verified client reviews add independence, but their sample sizes and dates still matter.
The same principle applies when choosing the right SEO agency: ask what will actually be delivered, who owns implementation, how success will be measured, and what happens when the strategy meets your real technical or organisational constraints.
Research and public evidence were checked on 22 September 2026. Prices, ratings, staffing, and office details can change, so confirm them in the proposal and contract.
Top European SEO Agencies
The shortlist separates four buying situations: multilingual enterprise programmes, technically complex sites, SaaS and B2B growth, and ecommerce or retail. The table is a routing tool, not a podium. Start with the row that resembles your operating problem, then use the detailed entry to test proof, ownership, cost, and limitations.
| Agency | Best fit | European office verified | Public price signal checked 22 Sep 2026 | Independent review signal | Main trade-off to investigate |
|---|---|---|---|---|---|
| Peak Ace | Multilingual enterprise programmes | Berlin | Custom; no public minimum confirmed | No comparable current rating/count confirmed | Ask for a client outcome comparable to your markets and channel mix |
| Delante | International ecommerce and multi-market SEO | Kraków | $1,000+ directory minimum; $2,000–$10,000 packages | 4.9/5 from 159 displayed reviews | Separate the owners and costs of SEO, paid, content, links, AI, and development |
| Onely | Technically complex websites with developer capacity | Wrocław | $10,000+ directory minimum; $200–$300/hour | 5.0/5 from 19 verified reviews | The client normally needs engineers to implement recommendations |
| Blue Array | Forecast-led organic search and GEO | Reading and Seville | $5,000+ directory minimum; $100–$149/hour | 5.0/5 from two reviews, last updated 2021 | Current quantified cases and recent independent reviews are limited |
| Skale | Funded B2B SaaS and technology | London | $5,000+ directory minimum | 4.9/5 from 16 verified reviews | Strongest proof is concentrated in SaaS |
| GrowPad | SaaS and B2B technology lead generation | Alicante | $2,000–$6,000 monthly packages | 5.0/5 from 38 displayed reviews | Confirm the contracting address and reporting definitions |
| Phrase It | Smaller teams wanting direct senior ownership | Belgrade, lazarevac | Managed SEO/AI SEO from $2,000/month | No comparable current independent rating/count confirmed | Publisher conflict, smaller team, and anonymised strongest case |
| Re:signal | Established ecommerce and retail | London | $5,000+ directory minimum; $150–$199/hour | 4.9/5 from four verified reviews | Small review denominator and ecommerce-heavy proof |
Directory minimums, hourly rates, and monthly packages are different commercial units. They should not be averaged or treated as equivalent scopes. Dollar figures are reproduced as published; ask each agency to quote in the contract currency you will actually pay.
For Multilingual And Enterprise SEO Programmes
Start with Peak Ace or Delante when market count, language operations, and coordination matter as much as individual SEO tactics. Peak Ace presents the broader multinational, multi-channel model. Delante combines international and ecommerce SEO with unusually visible case and review evidence. In both cases, contract market ownership, native-language review, and implementation responsibilities explicitly.
Peak Ace
Peak Ace is the clearest fit here for a large organisation coordinating SEO, content, digital PR, localisation, and paid activity across numerous markets. Its official material says it works in more than 25 languages at native-speaker level, and a 2025 client announcement covered nine European markets and six delivery languages.
Its SEO scope includes technical and structural analysis, page speed, semantic optimisation, authority building, roadmaps, implementation support, and monthly reporting. Current GEO and AI brand-monitoring material also distinguishes prompt groups, mentions, citations, source quality, share of voice, and sentiment—useful signs that AI-search reporting is not being reduced to a single visibility score.
The business lists Peak Ace AG at Leuschnerdamm 13, Kreuzberg, Berlin, Germany 10999, with additional offices in Paris and Nantes. Current 2026 articles and events confirm recent activity.
The public proof has an important limitation. There are named clients and attributable testimonials, but I did not confirm a comparable current third-party rating with a review denominator. One testimonial reports almost 150% more leads and 60% lower cost per lead for a broader performance engagement, not SEO alone. Pricing is custom, and I did not find a public minimum.
Ask before signing: Request one case that matches your number of markets, language-production model, CMS complexity, and target outcome. Then ask who approves local nuance, who implements technical work, and how global templates are reconciled with country-level search behaviour.
Delante
Delante is a stronger fit when international expansion and ecommerce performance need to sit inside one operational programme. The agency says it works across more than 29 markets and 35 industries, with technical SEO, content, link building, analytics, development, paid search, and AI-search optimisation available across its wider offer.
Its case evidence is more concrete than most broad agencies expose publicly. An Iguana ecommerce case reports more than 40% year-over-year organic visits and more than 60% organic revenue growth after long-tail, category-content, and selected link work. A Knieja case reports sessions rising from 294,929 to 354,367 and organic revenue increasing 28.2% year over year. These remain agency-selected examples, not expected outcomes.
Delante Media Sp. z o.o. lists ul. Kilińskiego 2, Dębniki, Kraków, Poland 30-308. Clutch displayed 4.9/5 from 159 reviews, while a separate verification panel referred to 131 verified clients averaging 4.9. Those are different denominators and should stay separate. Public signals included a $1,000+ minimum, a $50–$99 hourly range, and $2,000, $6,000, and $10,000 packages.
Breadth is both the appeal and the due-diligence risk. A buyer should not assume one strategist owns SEO, paid media, content, links, analytics, development, and AI visibility.
Ask before signing: Put the named owner, specialist allocation, included markets, deliverables, link policy, development hours, reporting definitions, and change-control process into the scope.
For Technically Complex Websites
Onely is the more evidence-rich choice for crawling, rendering, indexing, migrations, and engineering-facing SEO when your developers can ship the work. Blue Array is better suited to buyers who want a forecast-led discovery phase connecting technical SEO, content, digital PR, and GEO. Neither model removes the need to define implementation ownership.
Onely
Onely specialises in technical SEO for complex ecommerce sites, marketplaces, SaaS products, publishers, and migrations. Its public delivery model centres on crawling and indexing, JavaScript rendering, site performance, migrations, dev-ready tickets, implementation review, and testing. That specificity matters: the agency generally diagnoses, specifies, reviews, and verifies production changes rather than writing the production code itself.
A verified client interview describes work on URLs, internal linking, JavaScript, category pages, and off-site authority, alongside a reported 40% year-over-year revenue increase and 10% organic-traffic increase. It is client testimony rather than audited analytics, but the mechanism and outcomes are clearer than a logo wall.
Onely Sp. z o.o. is registered at ul. Ojca Beyzyma 5, Fabryczna, Wrocław, Poland 53-204. Current articles published in September 2026 confirm recent activity. Clutch displayed 5.0/5 from 19 verified reviews, a $10,000+ minimum, and a $200–$300 hourly range.
The agency also operates ZipTie for AI-search measurement. Its public material separates prompt-grid citations, competitor inclusion, sentiment, factual accuracy, and AI Overviews. A four-article self-experiment reported AI Overview impressions up 169% over four months, but that is an internal test rather than a named client commercial result.
Ask before signing: Give the agency a sample of your actual release process. Require an example ticket, acceptance criteria, QA process, expected engineering hours, and a responsibility matrix spanning your developers, product team, and agency.
Blue Array
Blue Array combines technical SEO, content, digital PR, international SEO, migrations, and GEO. Its most distinctive public feature is Sprint Zero: a fixed-price, two-week onboarding phase described as producing a 12–18 month forecast, three investment tiers, and a prioritised roadmap. That can help a buyer test assumptions before committing to a longer retainer.
The company lists Blue Array Limited at Work.Life Reading, The White Building, 33 King’s Road, Reading, Berkshire, England RG1 3AR. It also lists a European office at Avenida de la República Argentina 25, Los Remedios, Sevilla, Spain 41011.
The portfolio includes recognisable organisations, and a verified Simply Business review reports 21% higher sales and 100% more traffic. However, that evidence dates to 2018. Clutch displayed 5.0/5 from only two reviews, last updated in 2021, with a $5,000+ minimum and $100–$149 hourly range. Current service pages and 2026 publishing confirm activity, but recent quantified client outcomes are less visible than the offer.
Its current GEO scope covers AI Overviews, ChatGPT, Gemini, entity work, technical implementation, citation tracking, and research-led visibility analysis. Buyers should still insist on distinct reporting for AI mentions, citations, referral sessions, conversions, and revenue.
Ask before signing: Use Sprint Zero to challenge the baseline, forecast assumptions, implementation dependency, and investment tiers. If you need hands-on technical SEO, define exactly which fixes the agency will ship and which remain with your team.
For SaaS And B2B Organic Growth
Skale and GrowPad have the strongest public fit in this group for SaaS pipeline and named commercial outcomes. Phrase It is the smaller, senior-led option for teams prioritising direct access and a blended SEO/AI-search programme. Because SaaS funnels differ sharply, compare demo, signup, trial, pipeline, and revenue definitions before comparing growth percentages.
Skale
Skale positions organic growth around SaaS and technology outcomes rather than traffic alone. Its work spans technical and content audits, strategy, content production, authority building, conversion work, and reporting tied to demos, sign-ups, pipeline, or revenue. That is a coherent SaaS SEO model for funded companies with a defined sales motion.
Its Meridian private-equity CRM case covers June 2025 to January 2026 and reports two times more demo requests, six times more Google impressions, and 150% more AI-search traffic after architecture, accessibility, content-cluster, and link work. The case preserves the client, timeframe, intervention, and distinct metrics, though it is still an agency-selected success story.
Skale operates through Spaceboat Ltd at 727–729 High Road, North Finchley, London, England N12 0BP. Clutch displayed 4.9/5 from 16 verified reviews and a $5,000+ project minimum. Its summary was largely positive but noted occasional account-management inconsistency and requests for higher-value links.
Co-founders Jake Stainer and Italo Viale are publicly named, but that does not mean a founder works on every account. The strongest public evidence is also concentrated in SaaS, which is useful for category fit but limits transferability to other business models.
Ask before signing: Request a case with your ACV, sales-cycle length, product category, and conversion event. Define how sourced and influenced pipeline will be attributed, and identify who approves content accuracy when subject-matter experts are busy.
GrowPad
GrowPad focuses on SaaS, B2B technology, fintech, healthtech, and software-development businesses. Its offer combines technical audits, content architecture and production, link earning, competitor and comparison pages, AI-search optimisation, and reporting tied to MQLs and SQLs.
Two recent cases stand out. A Blue Carrot engagement reports 25% more qualified leads in 90 days and AI Overview citation share rising from 1% to 8% in 60 days. A healthtech product case reports movement from zero to more than five SQLs per month, with ACV above $100,000, over an August 2022–June 2026 engagement. Both are agency-published and should be treated as selected cases.
Growpad Digital Growth S.L. lists Avinguda Goleta 3, local 7, despacho 4, Alicante, Spain 03540. That official address differs from the Alicante address shown on Clutch, so confirm the contracting entity and address. Clutch displayed 5.0/5 from 38 reviews while its verification panel referred to 37 verified clients. Published monthly tiers were $2,000, $3,000, and $6,000; the directory also showed a $1,000+ minimum and $50–$99 hourly range.
Packages range from an SEO expert to a team with project management and Head of SEO oversight. Do not infer identical senior involvement at every tier.
Ask before signing: Ask for the reporting dictionary behind MQL, SQL, AI citation share, and influenced pipeline. Confirm which tier includes senior review, how links are evaluated, and which address and entity will appear on the contract.
Phrase It
Phrase It is included because some smaller B2B, SaaS, ecommerce, and service teams prefer direct senior access over a larger delivery structure. Its current scope includes technical SEO, buyer-intent content, audits, migrations, revenue-oriented reporting, AI SEO, and GEO audits. It is not exclusive to one vertical or to European clients.
This is our own article, so the conflict is direct. Phrase It received no inclusion or scoring bonus.
The published 365-day AI-referral comparison reports 1,458 AI-referral sessions, up 21.4%; 80 key events, up 90.5%; and 37 free trials, up 117.6%. Those figures come from one engagement.
Tamara Jovanović is publicly named as founder and SEO strategist. Current live content states managed SEO and AI SEO from $2,000 per month, while existing package records show $2,000, $3,000, and $5,000 monthly tiers. Confirm the exact scope, currency, senior hours, and implementation support in a proposal. Office is European based and in Lazarevac, Belgrade, even though they’re fully remote,
Ask before signing: Treat the publisher conflict as a reason for more scrutiny, not less. Ask for the measurement view, an example prioritised technical brief, the named person doing the work, delivery capacity, and a candid comparison with the larger specialists on your shortlist.
For Ecommerce And Retail SEO
Re:signal is the most focused ecommerce and retail option in this sample, especially where commercial forecasting, technical SEO, content, digital PR, and migrations must work together. Delante is the broader alternative for international ecommerce. Evaluate both against platform complexity, merchandising operations, internal engineering, seasonal demand, and contribution to revenue—not traffic alone.
Re:signal
Re:signal’s public profile is unusually concentrated: SEO represents its full Clutch service line. The current delivery model combines technical SEO, content, digital PR, AI search, commercial forecasting, dashboards, and quarterly business reviews for established ecommerce and retail brands, including Shopify and Magento environments.
A verified 2026 review for Online Padel Shop reports six times ROI in 12 months after competitor-gap analysis, technical support, on-page work, new content, digital PR, and AI-search consultancy. The reported investment was about $50,000. Another verified review for Kyero describes technical audits, canonicalisation, architecture, crawling and indexing, structured data, content, publishing, and conversion work from March 2024 to September 2025.
Re:signal Digital LLC lists 20 Eastbourne Terrace, Paddington, London, England W2 6LG. Clutch displayed 4.9/5 from four verified reviews, a $5,000+ minimum, and a $150–$199 hourly range. The senior-only positioning is appealing, but four reviews remain a small denominator for a long-established firm.
Public evidence is strongest for ecommerce revenue work. Current material also covers generative search, though named client-level AI outcomes are thinner. If you are comparing providers for ecommerce SEO, ask each one to separate revenue influenced by organic search from channel overlap, promotions, brand demand, and conversion-rate changes.
Ask before signing: Require a commercial forecast with assumptions, a platform-specific implementation plan, a digital-PR quality policy, and reporting that connects category and product-page work to margin-aware revenue. Ask how the senior-only claim translates into named hours and decision rights.
How To Compare The Final Two Or Three Agencies
Once you have a buyer-fit shortlist, compare the same evidence from every agency rather than accepting different pitch formats. A useful final process includes one shared brief, one data pack, one stakeholder call, and one scorecard. The goal is to expose delivery assumptions before they become expensive contract ambiguities.
Use these questions in every finalist conversation:
- What exact commercial event will you optimise for? Separate rankings and traffic from demos, trials, qualified leads, sales, recurring revenue, or contribution margin.
- Which baseline and attribution method will you use? Ask how brand demand, seasonality, paid media, product changes, and offline sales will be handled.
- Who will do the work? Name the strategist, technical specialist, writer, digital-PR owner, analyst, and account lead. Ask what changes after the sale.
- Who implements recommendations? A brilliant audit has little value if neither the agency nor your developers can ship it.
- How are European markets localised? Translation is not the same as native search research, editorial review, local SERP analysis, and country-level authority.
- What does AI-search work actually include? Keep prompt visibility, mentions, citations, sentiment, referral sessions, conversions, and revenue as separate measures.
- Which deliverables and assets do you own? Cover accounts, analytics, dashboards, briefs, content, digital-PR contacts, source files, and documentation.
- What can invalidate the forecast? Strong partners state dependencies and uncertainty instead of presenting one number as a promise.
Red flags include unexplained proprietary scores, guarantees of rankings or AI citations, case studies without timeframes, review ratings without denominators, city-only “office” claims, link volume without quality controls, and proposals that never name the delivery team.
Use The Same Brief To Compare Your Finalists
The best SEO company in Europe is the one whose operating model fits your constraint and whose evidence survives scrutiny. Give every finalist the same markets, site data, commercial goal, implementation capacity, and budget range. Then compare the people, assumptions, deliverables, measurement, and ownership in writing before choosing.
If Phrase It is on your shortlist, bring the competing scopes. We will compare implementation ownership, market and language coverage, measurement, and senior involvement—and say plainly when a larger or more specialised agency looks like the better fit.
Compare The Evidence, Not The Pitch
Share your brief and competing scopes. We’ll help you pressure-test fit, ownership, measurement, and delivery before you commit.
Compare your SEO optionsFrequently Asked Questions
European SEO agency selection usually raises four practical questions: cost, time to results, multilingual delivery, and asset ownership. The answers depend on scope and starting conditions, but buyers can still set defensible expectations
How Much Does An SEO Agency In Europe Cost?
In this sample, public directory minimums ranged from $1,000+ to $10,000+, while published monthly packages ranged from $2,000 to $10,000. Those units are not equivalent, and enterprise custom scopes can exceed them. Compare included markets, outputs, senior time, and implementation—not the headline figure alone.
How Long Should SEO Take To Show Meaningful Results?
Technical fixes can affect crawling or indexing after deployment and recrawling, while competitive content, authority, pipeline, and revenue usually require sustained work over several months. Ask each agency for leading indicators, commercial lagging indicators, and a forecast range. Treat a guaranteed date for rankings, leads, or revenue as a warning sign.
Do You Need One Agency For Every European Language Or Market?
Not necessarily. One lead agency can coordinate several markets if it has native or demonstrably qualified local research and editorial review, country-level measurement, and clear governance. For strategically important markets, a central agency plus local specialists may be stronger. Test who performs keyword research, reviews copy, earns local authority, and interprets local results.
What Should You Own If You Leave An SEO Agency?
Your contract should preserve access to analytics, search platforms, dashboards, research, content briefs, copy, technical tickets, source files, digital assets, and decision logs. Define licensing, deletion, handover, notice, and account administration before work begins. The agency should document unfinished recommendations and provide exportable data in commonly usable formats.
